The Defense Security Cooperation Agency (DSCA) formally notified lawmakers on December 8, 2025, of the package, which includes advanced avionics enhancements, Link-16 tactical data links, cryptographic equipment, mission-planning systems, spare parts, training, and logistical support from principal contractor Lockheed Martin. The deal aims to extend the operational life of Pakistan’s F-16 Block-52 and mid-life upgrade aircraft through 2040, while emphasizing interoperability with U.S. forces for counterterrorism operations.

U.S. officials have stressed that the sale introduces no new capabilities or weapons and will not alter the regional military balance. The proposal now enters a 30-day congressional review period.

The timing of the embassy’s post has sparked discussions in Indian strategic circles. While many view Trump’s praise and the reference to Modi as a “great friend” as a positive signal of warming bilateral relations—potentially paving the way for progress on trade negotiations—others express caution over the Pakistan deal.
